This is The Beach at Normandy by the Canadian artist Paul Peel (1860-1892). He lived in France for most of his short life and had a French wife.
I live in Normandy but don't go to the beach as often as I might. She's come particularly well equipped with her chair, cushions and umbrella - though I would think she'd be terribly hot in all those clothes. I don't think the Victorians stripped off at all, even on really hot days.
